Summary
Groups of 10 or more people need an advance permit from the Delaware County Parks and Recreation Department to picnic, hold an event or hold an outing in a county park. Applications must be filed at least two weeks ahead, and arriving more than half an hour late forfeits the reservation to anyone else waiting.
No group of 10 or more persons shall use a County park or recreation area for a picnic, event, or outing without first having obtained a permit in advance from the County Parks and Recreation Department. Groups arriving more than 1/2 hour late will forfeit their right to any reservation made should others occupy the area.
(2) Rose tree park. While there are picnic tables available, there is no designated picnic grove, and permits will not be issued for picnicking (except events of more than 50% of the park's total picnic area or more than 150 persons; see § 141-2C). Except as described in § 141-2B(7), all may picnic on a first-come-first-served basis. Permits are required for all other uses of Rose Tree Park. See § 141-3 for additional rules specific to Rose Tree Park.
(3) Playing fields. A permit is required for the use of playing fields in any park. Permits for weekend use of playing fields will be issued to all users on a first-come-first-served basis subject to § 141-2B(7). Seasonal permits are required for use of a specific playing field, Monday through Friday, after 5:00 p.m. The permit holder for a specific playing field from the prior season may be given priority for reissuance of the permit for the same field in the following season.

Section 141-2A(1) requires any group of 10 or more people to obtain a permit before using a Delaware County park or recreation area for a picnic, event or outing, except at Rose Tree Park, which runs on a first-come-first-served basis unless the event covers more than half the park's picnic area or draws more than 150 people. at (610) 891-4663 or online, and under §141-2B(3) must be submitted at least two weeks before the event and no more than 365 days ahead. Rain-date permits are not issued for picnic areas, but a weather cancellation carries no penalty under §141-2B(4). Cancelling less than seven days before the reservation, or failing to appear, forfeits any fee paid, per §141-2B(9). Section 141-2B(7) gives priority for permits, in order, to the Parks Department itself, other county departments, a Delaware County municipality or school district, federal or state government branches, and then registered nonprofits based in the county. Events of 150 or more people are "large-scale events" under §141-2C(1): they are capped at two per park per month, and the user must pay for county park police and groundskeepers plus post insurance and a damage deposit. going first to the prior season's holder.
