Section 86-2(a) requires patrons of any city-owned municipal park to pay the fees set out in Appendix D for reserved picnic areas, which are the areas designated on the parks department's official map. Subsection (b) applies that fee specifically to non-residents reserving any picnic area or table in Landa Park, Hinman Island, Fischer Park, or Prince Solms Park; residents may use one picnic area or table at no charge, with each additional table charged the standard permit fee. Refunds follow a defined structure under subsection (c): a rain-out, determined by the parks and recreation director or designee, lets a reservation holder reschedule within 90 days of the original date, but the customer must call parks administration at (830) 221-4350 within the first three working days after the rain-out.

Reserving the Landa Park gazebo carries an added obligation under subsection (d): the reserving party must hire enough law enforcement officers to control traffic at the peninsula circular driveway entrance, and bears the cost of any barricades the parks director installs for safety.
