The director of the county parks, recreation and tourism department, with the county administrator's approval, implements the rules governing conduct, admission and use of every county park and recreation area, and must notify the county council clerk and council in writing 30 days before any new rule takes effect; council can change a rule by majority vote with a quorum present. Under those rules, day-use recreation and picnic areas run first-come, first-served unless a reservation has already been made, while the recreation building and some shelters are reservation-only, so a group planning a gathering at a reservable facility needs to book ahead through the department rather than showing up.

Anyone using a facility for which a fee is charged must pay that fee, and someone ejected for disorderly conduct forfeits any fee or rental already paid, with no refund. Repeat rule violators can be issued a written trespass notice barring park use for up to a year, appealable to county council, and using a park in violation of a trespass notice is itself a trespass offense. , with limited exceptions for boat launching, camping/RV occupants and quiet fishing, so any reserved evening gathering must still end by closing unless the director sets different posted hours for that facility.
