Philadelphia Parks and Recreation manages event permits for the city's 10,200+ acres of parkland. A picnic permit is needed to reserve a pavilion or designated picnic site. A Large Event and Festival permit is required for gatherings of 50 or more people in one location, or any event that includes: portable toilets, amplified sound, organizational signs, food sales or distribution, filming, or production elements like stages, tents, or sound systems. Applications for large events should be submitted well in advance β at least 60 days for events needing city services. The department charges facility rental fees. Events in Fairmount Park, Philadelphia's largest park system, have additional requirements due to the park's historic status. Alcohol at park events requires a PLCB license or special occasion permit. Events near the Philadelphia Museum of Art, Boathouse Row, or other high-traffic park locations may require coordination with multiple city agencies.
Unauthorized events may be shut down by park police. Damage to park facilities is charged to the organizer. Failure to obtain proper permits: fines and potential trespass citations.
