Full Breakdown

12 (County Parks). Subsection D lists the activities that trigger a permit rather than a simple day-use pass: reserving County park facilities, possessing or consuming alcohol, camping, boating, commercial activities including photography, amplified sound, and any assembly of more than fifty people. Subsection E raises the stakes for large gatherings: any permit for an event expected to draw more than five thousand people requires final approval from the Board of Supervisors itself, not just the Parks Director. Applicants file with the Director under Subsection H, describing the responsible party, sponsoring organization, the proposed activity (including special features like inflatables, food trucks, or live or amplified music), the dates, hours, and park location, and the estimated attendance.

Under Subsection I, the Director issues a permit only if the proposed use will not unreasonably impact the park or interfere with public health, safety, and recreation, is not reasonably anticipated to incite violence or disorder, and will not create burdensome expense for the County. Subsection J lets the Director require a cash bond of fifty percent of anticipated gross receipts once those receipts are expected to exceed two thousand dollars, and Subsection K allows a separate deposit under the Master Fee Resolution. A denied or conditionally granted application can be appealed to the Board of Supervisors in writing within ten days under Subsection O. 150 layers on an additional Special Event Permit issued solely by the Board of Supervisors after a public hearing.

Violations & Fines

Using a County park facility without the required reservation, assembly, or amplified-sound permit is grounds to terminate the user's right to be in the park under § 14.12.130(D), and Parks personnel can expel a person on reasonable grounds of a violation; anyone expelled is barred from that park for six months under § 14.12.130(F)(1). Parks staff can also issue administrative citations for Chapter 14.12 violations under § 14.12.130(H), with fines set under Chapters 1.20 and 1.22 of the Code.

Frequently Asked Questions

Do I need a permit for a family gathering in a Monterey County park?
Only if it triggers one of the listed activities. Monterey County Code § 14.12.040(D) requires a permit for reserving a park facility, amplified sound, or any assembly of more than fifty people; smaller, unamplified gatherings that do not reserve a facility generally need only the standard day-use pass.
What if my Monterey County park event expects more than 5,000 people?
Section 14.12.040(E) requires final approval from the Board of Supervisors itself for any permit covering an event expected to exceed five thousand attendees, and § 20.64.150 adds a separate Special Event Permit, issued solely by the Board after a public hearing, for Regional Park System events of that size.
Can Monterey County require a bond for a park event permit?
Yes. Under § 14.12.040(J), the Director may require a cash bond equal to fifty percent of the event's anticipated gross receipts whenever those receipts are expected to exceed two thousand dollars, and § 14.12.040(K) allows an additional deposit under the County's Master Fee Resolution.
