Salinas, CA Special Events & Permits: Park Event Permits (2026)

Fees for using any city park facility are set by council resolution under Sec. 28-5. To reserve a baseball diamond, tennis court, swimming pool, picnic equipment, recreation building, or other park facility, an applicant files a written request with the director of recreation and parks on the department's form, per Sec. 28-6. If the director decides to grant the permit, Sec. 28-7 lets the director attach terms and conditions and require payment of the prescribed fee. Once fees are paid and any conditions met, Sec. 28-8 has the director (or an authorized deputy) issue an official department permit naming the applicant, the date and time of use, and the issuing deputy. For larger uses, Sec. 28-9 lets the director require the applicant to sign a contract with the city, which then goes to the council after the recreation-park commission reviews it.

The director must deny an application under Sec. 28-10 if the proposed use would be detrimental to public health or safety or to the facility's efficient operation for the public welfare. An issued permit can also be revoked and the site vacated immediately under Sec. 28-11 if the applicant misrepresented a material fact or the use turns out to be detrimental in that same way. Anyone unhappy with the director's ruling can appeal to the recreation-park commission under Sec. 28-12, whose decision is final subject only to general council oversight. The commission may also adopt additional park-use rules under Sec. 28-13, and violating any posted rule or the chapter itself is an infraction under Sec. 28-15.
