Municipal Code Sec. 03(c) singles out animal noise as one of the specific acts declared a violation of the city's disturbing-the-peace article. The rule does not turn on a decibel reading or a clock; it turns on frequency and duration, an animal that "frequently or for long duration" howls, barks, meows, squawks, or makes other sounds crossing a property line into a neighboring residential or commercial parcel. Because the general standard in Sec. 02 also applies, animal control and code enforcement weigh factors like volume, how the noise contrasts with the ambient level, proximity to homes, and time of day when deciding whether a complaint rises to a violation.

Sec. 05 makes a violation of the noise article a public nuisance the city attorney can abate, and treats it as a misdemeanor or an infraction subject to administrative citation at the city attorney's discretion, with each hour of continuing noise a separate offense. Owners, tenants, and property managers all share responsibility if they know or should have known about the ongoing disturbance. A charging-for-responses provision, Sec. 06, lets the city bill a responsible party for police response costs beyond the first response within a twelve-hour window, plus attorney fees if the city has to sue to collect.
