Sec. " Unlike the sound truck rule in Sec. 01, which allows amplified sound under listed conditions, this aircraft provision has no volume test, no time-of-day carve-out, and no special-event permit option; it is a categorical ban on airborne loudspeakers, sirens-for-hire, or amplified announcements broadcast from a plane or helicopter over the city, aimed at skywriting-adjacent advertising and aerial announcement flights rather than routine aviation noise (which falls under FAA jurisdiction, not this article). The only carve-out is for law enforcement agencies using aircraft-mounted amplification for police purposes.

This section sits in Article XIII, Sound Amplification, alongside the sound-truck restrictions in Sec. 01 and the private-property and special-event exceptions in Sec. 02, and shares that article's enforcement mechanism. Sec. 04 makes a violation of the article a public nuisance the city attorney can abate, chargeable as an infraction or an administrative citation, with each hour of a continuing violation a separate offense.
