10(j) is the operative permit requirement for public gatherings in Saint Paul parks: no processions, parades, pageants, ceremonies, exhibitions, celebrations, training exercises, speeches, entertainment or other public gatherings may pass through or take place within any park except with the written permission of the director of the department of community services (called 'the director' throughout the chapter). 10 framework, which lets the director make reasonable park-use rules -- subject to city council approval by resolution -- covering facility use, designated picnic and sporting areas, and vehicle or bicycle operation; those rules must be filed with the city clerk and posted in the park before taking effect.
