SRC 94.200(c) sets the standard for reserving park space: a park, or portion thereof, may be reserved for organized or group activities, and reservations must be made through the Director on an approved application form. The Director may approve the application only after making five specific findings: (1) the activity will not unreasonably interfere with or detract from the general public's enjoyment of the park; (2) it will not unreasonably interfere with the promotion of public health, welfare, safety and recreation; (3) it is not reasonably anticipated to incite violence, crime or disorderly conduct; (4) it will not require unusual, extraordinary or burdensome expense or police operation by the City; and (5) the desired facilities have not already been reserved for another use at the requested day and hour.

SRC 94.200(b) additionally lets the Director allow temporary signs as part of a park use permit for reservations, special events, services or uses, under sign rules the Director sets. Reservations sit alongside chapter 94's other permit requirements for specific activities inside a reserved or general park space: a fireworks display still needs a separate permit under SRC 58.315 and the Fire Chief's jurisdiction, kindling a fire needs Director permission under SRC 94.060, and bringing animals to a reserved gathering needs a permit under SRC 94.020(e). SRC 94.200(d) gives the Director ongoing authority to regulate activity in park areas to prevent congestion and ensure safety, and visitors must comply with directions given to that end.
