Under Title 16 (Parks and Recreation), no one may use a park or trail area, or its buildings and structures, to the exclusion of other people without a director-issued permit, and even permitted use cannot run unreasonably long if others are waiting. To get one, an applicant files with the director stating the sponsoring party, requested day/hours, park location, and expected attendance (§16.04.710). The director issues the permit only after finding the activity won't unreasonably interfere with public enjoyment, won't create unusual city expense, and the facility isn't already reserved for that time (§16.04.715).
