Summary

Any city park gathering expected to draw 200 or more people, or one that requires altering the park's normal operations, needs a permit from the Parks and Recreation director before it can happen.

No person shall hold, organize, or sponsor any assemblage or gathering (hereinafter "event") in any city park (i) that will be attended by two hundred (200) or more persons, or (ii) that, regardless of the number of persons anticipated to be in attendance, will require the normal operations of the city park to be altered, unless a permit therefor has been granted by the director of parks and recreation.

Full Breakdown

The director of parks and recreation issues the permit if the event won't generate excessive traffic or noise, harm public health or safety, or unreasonably interfere with the park's intended use. Applications go to the department with a nonrefundable processing fee, filed 30 days to 12 months ahead; the city must grant or deny within 45 days. Denials come in writing with reasons and a right to a hearing before the city manager. Expressive-activity events (assemblies, speech, parades) can get insurance, fee, and timing requirements partially or fully waived.
