Summary
Large open-air events in unincorporated Washington County, over 3,000 people, lasting more than 24 but less than 120 consecutive hours, need an Outdoor Mass Gathering permit filed at least 140 days ahead, with a cost-recovery fee and a public hearing before the board.
A.No organizer shall hold, conduct, advertise or otherwise promote an outdoor mass gathering or allow an outdoor mass gathering to be held in Washington County unless a permit to hold such outdoor mass gathering has been issued as provided in this chapter... "Outdoor mass gathering" means an actual or reasonably anticipated assembly of more than three thousand persons which continues or can reasonably be expected to continue for more than twenty-four consecutive hours but less than one hundred and twenty hours within any three month period and which is held primarily in open spaces, including parks, and not in any permanent structure.

Full Breakdown
A). I defines that as an actual or reasonably anticipated assembly of more than 3,000 persons continuing, or expected to continue, more than 24 consecutive hours but less than 120 hours within any three-month period, held primarily in open spaces including parks rather than a permanent structure like a stadium or arena. This is a large-event and multi-day-gathering permit, not a routine reservation for a park shelter or small picnic. 180). B), and each gathering needs its own separate permit. 030). This chapter reaches events anywhere in the unincorporated county, including county parks, but doesn't apply to school district activities on school property or activities of another government agency.
Violations & Fines
Holding an outdoor mass gathering without a required permit (a violation of Section 8.52.020.A) is punishable by a fine of not more than $10,000 under ORS 433.990, and the county counsel may seek a court injunction to stop the gathering. Violating other chapter provisions or permit conditions is treated as an infraction carrying a civil penalty of up to $2,500 per violation, with each day a separate offense, and the sheriff can order the crowd dispersed for public-safety threats or non-compliance (Sections 8.52.200, 8.52.210).
