Except as otherwise provided in this article, the provisions of this article apply only in the "D" (Downtown) zoning district. ... Sec. 78-401 limits this whole article to the "D" (Downtown) zoning district, so parklets are not authorized citywide or parish-wide, let alone in Broussard, Carencro, Duson, Scott, Youngsville or Milton. Within downtown, a parklet occupies one on-street parking space, must run 20 feet long, sit within a bollard or bulb-out, and provide 84 inches of overhead clearance. The downtown management committee designates block-face locations, caps one parklet per block face (two if the block exceeds 300 feet), and runs a competitive scored process when more than one applicant wants the same block face.
