Section 16-151's Commercial Street Frontage table treats the parklet as an element of the Parking & Planter Zone, the strip between the curb and the travel lane. The code states that parklets "may be located on the public right-of-way immediately in front of the sponsoring business with an encroachment permit," so only the adjacent business, not a business down the block, can sponsor one, and an encroachment permit must be in hand before installation.

The design standards are numeric and specific. Parklets "should be flush with sidewalk grade, should include comfortable seating, shaded areas, and foliage, and should be constructed of high-quality materials."
