Under Manchester City Code § 97.34(B), the City Clerk, with review and approval from the Director of Planning and Community Development and the Risk Manager, may license restaurants in the downtown district (Queen City Avenue to Salmon Street and the east side of the Merrimack River to Chestnut Street) to encumber no more than half the sidewalk fronting their building, keeping the other half clear for pedestrians.
