Clayton County, GA Special Events & Permits: Street Fair Rules (2026)

Sec. 22-701 defines 'special event' to include a festival or celebration as well as a rally, race or parade, and any such event on a public street, sidewalk or right-of-way needs a permit under Sec. 00 nonrefundable fee under Sec. 22-703. For a street fair's vendors specifically, Sec. 22-711 gives the event's producer sole authority to allow or disallow street or sidewalk vending and to set each vendor's location; any vendor selling food, beverages, goods or services as part of the event must be authorized in writing by the producer and must wear a badge at least three inches by three inches identifying them as an official participant, signed by the producer.

Authorized vendors need no separate vendor's permit for the event, but any vendor not authorized by the producer is barred from operating within 25 yards of the event from one hour before it starts until one hour after it ends under Sec. 22-711(e); a vendor with an existing fixed vending location elsewhere in the county may keep operating there regardless. Food vendors remain subject to the county health department's rules, and the producer is responsible for that compliance under Sec. 22-711(g). If beer, wine or liquor is served, it must be confined to a securely fenced 'special outdoor cafe area' capped at 500 people and 8,000 square feet for the primary area, or 250 people and 4,000 square feet for additional areas, and the licensee pouring it must hold a valid county alcohol license under Sec. 22-712.
