The rule protects vendors who paid to participate in the festival from being undercut by unlicensed competitors selling just outside the event footprint, and lines up with the city's separate special event permitting scheme in Chapter 4.100 ECC, which treats major recurring festivals such as the Edmonds Arts Festival and Taste Edmonds as city-contracted events exempt from the standard special event permit under ECC 4.100.030(F)(1).
