Lynchburg, VA Special Events & Permits: Street Fair Rules (2026)

Sec. 9 of Lynchburg's fire prevention code amendments places the burden squarely on the owner, operator or other person responsible for setting up a carnival, circus, festival or fair: the event must be arranged so a fire and rescue access lane is provided and maintained. That lane has to be at least 20 feet wide, capable of supporting fire and rescue apparatus in all weather conditions, not just dry days, and laid out so it comes within 50 feet of every booth, tent, ride, other equipment, building and structure used as part of the event.

This access requirement sits alongside the city's general permit fee schedule at Sec. 1 for a 30-day carnival, circus, festival and fairs permit, and a separate $50 fee for tents, canopies and air-supported structures of 700 square feet or more, also on a 30-day basis, which frequently apply to the same event. Because these fees and access standards are part of the locally amended Virginia Statewide Fire Prevention Code adopted under Sec. 19-42, they are enforced by the fire marshal's office, the same office that inspects for compliance with fire apparatus access road rules elsewhere in Chapter 19.

An event organizer who fails to keep the required lane open, for instance by letting vendor booths encroach into the 20-foot corridor, is out of compliance with Sec. 9 regardless of whether the event otherwise holds a valid permit.
