602(a)(2) lists carnivals, circuses and special events among the activities allowed only upon issuance of a special temporary activity permit, and caps them at 10 consecutive days. 603, filed by the property owner or an authorized agent, with a filing fee set by City Council resolution; the Director can require supplemental information showing the event won't harm neighboring properties and has discretion to refer larger or more complex events to the Planning Commission as a discretionary permit, which then carries the Planning Commission's own fee schedule.
