Each participating vendor booth is taxed $2.00, with a $25.00 minimum per event.
Any person or firm wishing to conduct a flea market in the city must apply to the city council for a permit to do so. The council shall grant a permit if it finds from the application that the proposed flea market will be conducted at a location in which the zoning ordinance allows the activity to the extent described in the application, does not present hazardous traffic conditions, and will be conducted in a manner that does not give offense to neighbors or neighboring property by reason of congestion, noise, traffic activity or activity of any kind which would tend to impair the enjoyment of neighboring properties or to depreciate the value of neighboring properties. ... For purposes of this section a flea market is a bazaar-type of sales activity, conducted usually out-of-doors or in large enclosures, wherein there is set aside space for concessions, booths, tables, tents or similar space or shelter in which renters or concessionaires display for sale merchandise of varying kind, but frequently used or secondhand, and normally merchandise of small value. The business license tax for each flea market is $2.00 for each booth participating, but not less than $25.00.

Full Breakdown
203 requires anyone wishing to conduct a flea market in the City of Sonoma to apply to the city council for a permit. The council must find that the proposed event's location is zoned to allow the activity described in the application, that it will not create hazardous traffic conditions, and that it will not offend neighbors through congestion, noise, traffic or any activity that would impair enjoyment or depreciate the value of neighboring property. If those findings are made, the council may still attach conditions requiring proper ingress and egress for customers, sanitation facilities for attendees, and any other measures reasonably needed to preserve public peace, health, safety and welfare.
The code defines a flea market broadly as a bazaar-type sales activity, conducted outdoors or in large enclosures, where space is set aside in booths, tables or tents for concessionaires to display merchandise of varying kind, frequently used or secondhand, and normally of small value, which reaches most street-fair and vendor-market events held in the city. 00 regardless of booth count.
Violations & Fines
Operating a flea market, bazaar or vendor event covered by SMC 5.08.203 without the city council's permit, or violating any condition the council attaches to it, is a misdemeanor under SMC 5.08.210, punishable as provided in Chapter 1.12 SMC. The city council retains discretion to deny a permit outright if the proposed location, traffic impact or neighborhood effect does not meet the section's findings.
