Springdale, Arkansas's zoning ordinance defines a special event, including the Rodeo of the Ozarks, city-approved Shiloh Square events, or citywide festivals, as lasting no more than five days, under Sec. 3.5 of Article 6. A vendor selling goods within that event's footprint must get a temporary open-air enterprise license from the city clerk unless it operates entirely on property leased by the event's operator, in which case the operator's own approval governs instead. Licensed event vendors pay $10.00 per operating day rather than the standard $50.00 weekly fee, and applicants without an existing local business selling the same goods must post a $500.00 bond. This applies citywide across Washington and Benton counties.
