Under ARS 28-4801 through 28-4848, a vehicle left on public property over 72 hours or unauthorized on private property is presumed abandoned. Law enforcement or authorized abandoned vehicle agents must report through the Motor Vehicle Division, which sends owner and lienholder notices. After statutory waiting periods (typically 30 days), unclaimed vehicles may be sold at public auction. The state regulates fees, lien priority, and titling procedures, applying uniformly to all Arizona municipalities.

Failure to follow statutory notice and reporting requirements voids the abandoned vehicle process, exposing towers and agencies to civil liability and title disputes.
