Arizona Tobacco 21 Minimum Age Law

ARS 36-798 makes it unlawful to sell, give, or furnish tobacco products, vapor products, or alternative nicotine products to a person under 21. Retailers must post warning signage and may rely on a defense of having checked valid ID. Local health departments share enforcement responsibility with the state. The law was updated to conform with the federal Tobacco 21 Act, raising the minimum sales age from 18 to 21 statewide.

Sales to under-21 buyers result in graduated civil penalties up to $1,000 per violation and potential license suspension.
