Arkansas Vehicle Carry of Firearms Rules

Arkansas Code 5-73-301 et seq. governs concealed handgun carry licenses, while Act 746 of 2013 amended the definition of unlawful carry so that mere possession without unlawful intent is generally not a crime. The Attorney General interpreted these changes to allow qualifying adults to carry handguns in their vehicles without a license. Concealed handgun licensees enjoy clear statutory authority to carry loaded firearms in motor vehicles. Local ordinances cannot impose additional vehicle-carry restrictions because Arkansas Code 14-16-504 preempts municipal firearm regulation. Schools, courthouses, and certain government parking areas remain restricted.

Carrying a handgun with unlawful purpose is a Class A misdemeanor or higher; carry in prohibited zones such as schools may be a Class D felony with fines and imprisonment.
