Arkansas Solar Net-Metering & Interconnection Rights (A.C.A. 23-18-604)

Under A.C.A. 23-18-604(a)(1), a utility shall allow net-metering facilities to interconnect using at minimum a single two-channel digital meter that separately measures power supplied to the customer and power fed back. The Arkansas Public Service Commission sets rates, terms, and interconnection conditions under 23-18-604(b) and requires crediting of accumulated net excess generation to the next billing period. Residential systems are capped at the greater of 25 kW or 100% of the home's highest monthly usage in the prior year; non-residential facilities cap at 1,000 kW unless the Commission approves more. Arkansas has no statewide solar building permit, construction permits and inspections are local, but the signed interconnection agreement with your utility is the statewide gateway to net metering.

Manipulating or misconfiguring a facility to dodge statutory or Commission size limits is "gaming" under the PSC Net-Metering Rules; a customer found gaming can have net-metering status suspended or terminated after a Commission hearing.
