Arkansas Flavored Tobacco and Vape Sale Rules

Arkansas has not enacted a state-level ban on menthol cigarettes or flavored vapor products. Federal FDA rules continue to govern flavored cartridge-based e-cigarettes and premarket authorization for new tobacco products. Flavored disposable e-cigarettes, e-liquids, and menthol cigarettes generally remain available through licensed retailers. State preemption and licensing rules limit local governments from creating their own flavor bans. Retailers must still comply with the Tobacco 21 minimum age and Arkansas Tobacco Control permit requirements at all times.
