Connecticut State Building Code Pool Barrier Requirements

The Connecticut State Building Code, adopted under Conn. Gen. Stat. Sec. 29-252, incorporates the International Swimming Pool and Spa Code (ISPSC) Appendix G of the IRC. All residential pools deeper than 24 inches require a barrier at least 48 inches high, self-closing and self-latching gates, and approved alarms or safety covers. Municipal building officials enforce these standards but cannot waive minimum requirements. The State Building Inspector and Codes and Standards Committee adopt amendments uniformly statewide. Local zoning may add setback rules, but barrier specifications themselves are state-preempted minimums.

Failure to install compliant barrier blocks final inspection and certificate of occupancy. Unpermitted pool work can incur stop-work orders and fines up to $250 per day per violation under Sec. 29-261.
