Hawaii Dog Running at Large Statute

HRS Section 143-15 prohibits dogs from running at large on highways or on property other than that of the owner, with limited exceptions for hunting and herding. The statute defines 'at large' as off the owner's premises and not under physical restraint. Violations are petty misdemeanors. While counties enforce stricter leash-length and licensing rules, the state statute provides a uniform baseline that applies in unincorporated areas and supplements county codes statewide.
