Hawaii Statewide Juvenile Curfew Law

HRS Section 577-16 prohibits any minor under 16 years of age from being in any public place, place of amusement, entertainment, or refreshment between 10:00 p.m. and 4:00 a.m. unless accompanied by a parent, guardian, or other adult having legal custody, or unless the minor is on lawful business directed by such adult. Operators of public places that admit or permit unaccompanied minors during curfew hours may also be cited. The statute applies uniformly statewide; counties may supplement with stricter local curfews but cannot weaken the state minimum protection.

Minors are referred to Family Court for status offense proceedings. Adults or businesses permitting violations face petty misdemeanor charges with fines up to $1,000.
