Hawaii Political Signs Along State Highways

Hawaii is one of only four U.S. states banning billboards. HRS 264-72 controls outdoor advertising visible from state and federal-aid highways but specifically exempts movable signs displayed for political activities. The Hawaii Office of Elections clarifies that campaign signs may be placed on private property with the owner's consent and removed within a reasonable time after the election. The Hawaii Department of Transportation prohibits any sign placement within state highway rights-of-way, including political signs, and routinely removes them during election season.

HDOT removes signs in state highway right-of-way without notice. Repeat violators may be cited for unlawful outdoor advertising under HRS 264-76 with fines up to $200 per sign per day.
