Louisiana Flavored Tobacco and Vapor Restrictions

Louisiana has not enacted a comprehensive flavor ban on cigarettes, cigars, or vapor products, though Act 414 of 2022 created a registry of approved electronic nicotine delivery systems administered by the Office of Alcohol and Tobacco Control. Only registered products may be sold. Federal restrictions on characterizing flavors in cigarettes apply, and R.S. 26:901 et seq. authorize ATC inspections. Local jurisdictions are largely preempted from imposing standalone flavor bans.

Selling unregistered vapor products may result in product seizure, civil fines, and permit suspension; retailers face escalating penalties for repeat violations.
