Maryland Cannabis Home Cultivation Limits Statewide

Effective July 1, 2023, Maryland law permits adults 21 and older to grow up to two cannabis plants per household out of public view in a secured location. Possession limits include 1.5 ounces of usable cannabis (the personal use amount) and 12 grams of concentrate. Plants must be inaccessible to minors. Sale of home-grown cannabis is prohibited. Local jurisdictions cannot ban personal cultivation but may regulate odor and visibility nuisances. Public consumption remains illegal and subject to civil fines.

Cultivating over two plants is a civil offense up to $250 for under 4 plants; commercial-scale grows are misdemeanors or felonies under criminal cannabis statutes.
