RSMo Chapter 700 governs manufactured and modular homes statewide. Under RSMo 700.040 and related sections, manufactured homes built on a permanent chassis must comply with the federal Manufactured Home Construction and Safety Standards (HUD code), and modular homes must meet the standards adopted by the Missouri Public Service Commission. All new manufactured homes located in Missouri must be anchored and tied down per commission standards. Tiny homes built to HUD code or as modular dwellings fall under this uniform state framework, while site-built tiny homes follow local building codes. Cities retain zoning authority over placement, but cannot impose construction standards that conflict with the state-adopted HUD or modular codes.
