Rhode Island Garage Conversion Building Code Rules

Converting a garage into habitable space in Rhode Island requires a building permit issued by the local building official under the State Building Code. The conversion must meet uniform statewide standards including egress windows, ceiling height, insulation under the Rhode Island Energy Conservation Code, smoke and CO detectors, and fire separation if attached. The State Building Code preempts local technical amendments under § 23-27.3-100.1.5. If the conversion creates an ADU, § 45-24-37 also applies. Local zoning still controls density, setbacks, and use, but construction standards are uniform statewide.

Unpermitted conversions can trigger stop-work orders, fines, denial of certificate of occupancy, and insurance issues; violations under § 23-27.3-124.0 carry escalating civil penalties.
