Rhode Island Exotic and Wild Animal Possession Rules

R.I. Gen. Laws § 4-18-3 and DEM regulations prohibit importing or possessing wild animals without a permit from the Department of Environmental Management. Categories of restricted species include large carnivores, nonhuman primates, venomous reptiles, and other wildlife deemed dangerous to public health, safety, or native species. Permits require demonstrating proper caging, expertise, and liability protection. Pet stores may not sell most exotic mammals and reptiles. Local ordinances may further restrict, but the state permit framework applies uniformly. Native wildlife rehabilitators and licensed exhibitors operate under separate DEM permits.

Possession without a DEM permit is a misdemeanor with fines up to $500 per animal, possible animal confiscation, and ongoing daily penalties for continuing violations.
