South Carolina Wildlife and Bear Feeding Restrictions

Under SC Code Section 50-11-855, intentionally placing food, garbage, or attractants to feed black bears is unlawful statewide, with enforcement by the Department of Natural Resources. Baiting of deer is permitted only in Game Zones 3 and 4 (lower state) under SC Code 50-11-310, while prohibited on public lands and in Upstate Game Zones 1 and 2. Feeding of nongame wildlife on private property is generally lawful unless it creates a nuisance or attracts bears. Migratory bird baiting is regulated by federal law. Local governments may add restrictions on feeding feral cats, waterfowl in parks, and similar nuisance situations, but cannot override DNR's wildlife management authority.

Bear feeding violations carry fines up to $300 and jail up to 30 days. Illegal deer baiting can result in fines, license revocation, and confiscation of equipment.
