South Dakota Statewide Rule
South Dakota expressly preempts local rent control. SDCL 6-1-13 bars any local governmental unit from enacting, maintaining, or enforcing any ordinance or resolution that would control the rent charged for leasing private residential property. There is no statewide rent cap, and no South Dakota city has rent control.
