Utah Tiny Home Building Code Compliance Standards

Under Utah Code Title 15A, all dwellings must comply with the adopted International Residential Code. Utah has adopted IRC Appendix Q, which provides relaxed requirements for dwellings 400 square feet or smaller including reduced ceiling heights, ladder access to lofts, and smaller egress windows. Tiny homes on wheels are not classified as dwellings under state code but instead as recreational vehicles under Title 41 or HUD-code park model RVs, restricting their use as primary residences to lots permitted for RV or manufactured home placement. Cities retain full zoning authority over where tiny homes may locate, including minimum dwelling size requirements above the IRC floor.

Occupying a non-compliant tiny home as a permanent residence violates state building and local zoning codes. Penalties include daily fines, condemnation, and forced relocation.
