Vermont Vehicle Firearm Carry Permitless Standards

Vermont's permitless carry framework, codified at 13 V.S.A. 4003, permits adults legally allowed to possess firearms to carry loaded or unloaded firearms in motor vehicles without any license, permit, or registration. There is no requirement that firearms be unloaded, cased, or stored in the trunk. State preemption under 24 V.S.A. 2295 prevents municipalities from enacting vehicle-carry rules that exceed state standards. Carrying a dangerous or deadly weapon with intent to injure another person remains prohibited and is the sole limitation on lawful vehicle carry. Federal restrictions still apply on federal property, school grounds under 18 U.S.C. 922(q), and certain regulated facilities.

Carrying a firearm in a vehicle with intent to injure another person is punishable by imprisonment up to two years, fines up to $200, or both under 13 V.S.A. 4003.
