Virginia Medical Cannabis Dispensary Permits (Code § 4.1-1602)

Under Va. Code § 4.1-1602(A), no person may operate a pharmaceutical processor or cannabis dispensing facility without first obtaining a permit from the Board, and the application must be signed by a pharmacist who will be in full and actual charge of the dispensing area. Subsection B caps issuance at one processor permit in each health service area plus up to five cannabis dispensing facilities per area, and § 4.1-1602 requires each dispensing facility to sit within the same health service area as its pharmaceutical processor. The Virginia Cannabis Control Authority permits and inspects these sites. Adult-use retail is authorized in Title 4.1 but is not yet operational, so no recreational stores are licensed.

Operating a processor or dispensing facility without a Board permit is unlawful; the Cannabis Control Authority may deny, suspend, or revoke permits, and unlicensed cannabis sales remain subject to criminal enforcement.
