Wyoming Online Sports Wagering Licensing Law

Wyoming's Online Sports Wagering Act, created by 2021 House Bill 133 (Wyo. §§ 9-24-101 through 9-24-106), authorizes sports wagering solely through the internet, computers, digital platforms, or mobile applications regulated by the Wyoming Gaming Commission. Section 9-24-101(a)(vi) is explicit that "online sports wagering" shall not include or be conducted from any physical location created by a sports wagering operator or vendor for a patron to physically visit to place a wager, Wyoming has no retail sportsbook option. jurisdictions under a state regulatory structure (§ 9-24-101(a)(x)).

Under § 9-24-103, the initial operator permit fee is $100,000 (renewal $50,000), each permit runs five years, and the Commission must issue at least five operator permits when enough qualified applicants apply. Sports wagering vendors, geolocation, know-your-customer, and payment-processing providers, pay $10,000 initially and $5,000 to renew. Section 9-24-101(a)(i)(E) lists "digital, crypto and virtual currencies" among the approved cash equivalents patrons may use to fund a sports wagering account, alongside credit/debit cards and online payment systems. Commission rules must require a geolocation system confirming each patron is physically present in Wyoming at the moment of the wager (§ 9-24-102(b)(i)(F)).

Operators remit 10% of monthly online sports wagering revenue to the Commission by the 15th of the following month; the first $300,000 collected each fiscal year is continuously appropriated to the Department of Health for county problem-gambling programs, with the remainder going to the state general fund (§ 9-24-104). Bettors must be at least 18 (§ 9-24-105). The Act took effect September 1, 2021, with rulemaking required by that date.

Accepting online sports wagers or operating a sports-wagering business in Wyoming without a Wyoming Gaming Commission permit draws a civil penalty of $25,000 for a first offense and $50,000 for each subsequent offense under Wyo. Stat. § 9-24-106(a), on top of any penalty under the general gambling statute, § 6-7-102. A series of similar unlicensed acts within the same month counts as one offense, not separate violations, under § 9-24-106(b).
