All sidewalk, mobile, and street vendors operating in North Las Vegas must obtain a city business license through the North Las Vegas Business License Division under NLVMC Title 5 (Business Licenses and Regulations). The state authority for city vendor regulation derives from NRS 244 (powers of counties) and NRS 268 (powers of cities). Mobile food trucks, ice cream trucks, sidewalk merchandise carts, and produce vendors all require a vendor-specific license category, vehicle inspection (where applicable), and proof of general liability insurance. Food vendors must also hold a current Southern Nevada Health District (SNHD) Mobile Food Establishment permit, which requires plan review of the vehicle, a commissary kitchen agreement, food handler cards for all employees, and routine SNHD inspections. Roadside produce stands require both city business license and SNHD agricultural compliance. Operating without a license is a misdemeanor and the vehicle or cart may be impounded. Special event vendors at venues like the Aliante Casino, Texas Station, and city-sponsored events may obtain temporary event-only licenses through the city.
