Corpus Christi applies Sec. 23-57 barrier standards equally to above-ground and in-ground swimming pools. If an above-ground pool has rigid walls at least 48 inches above grade, the walls may serve as the barrier provided all access points (ladders, steps, decks) are secured or removable when the pool is not in use. Pools with walls shorter than 48 inches must be surrounded by a compliant fence meeting the same height, gap, and gate-latch requirements as in-ground pool barriers. A building permit is generally required for above-ground pools that are permanent or semi-permanent installations. Inflatable or temporary wading pools under a certain capacity may be exempt from permit requirements but must still prevent unsupervised child access.
