Corpus Christi, TX Swimming Pools & Spas: Pool Permits (2026)

Sec. 14-301 adopts the International Swimming Pool and Spa Code, 2021 Edition, as the city's Swimming Pool and Spa Code, with local additions and deletions written directly into the ordinance text. Sec. 1 names Development Services as the enforcing agency and its head as the code official who implements and enforces the code. Sec. 1 sets the permit application standard: construction documents, engineering calculations, diagrams and other data must be submitted in two or more sets with each application, drawn to scale and detailed enough to show the work conforms to the code.

For Class A and B pools (public and larger semi-public pools under the state classification), the code requires the design to come from a licensed professional engineer, citing 25 Tex. Admin. 183(b) directly in the ordinance. Appeals of a code official's permit decision go to a five-member board of appeals under Sec. 1, whose members serve staggered terms of one to five years so the board never turns over all at once. Sec. 4 sets a penalty clause for building, installing, altering or repairing a pool in violation of approved construction documents or a code official directive, and expressly cross-references Sec. 14-207 for the operative fine amount rather than restating it.
