For above-ground pools where the pool wall is the enclosure, the entrance must be either fenced with a compliant gate or reached by a limited-access ladder that can be made inaccessible when the pool is not in use.
Lincoln Municipal Code 8.36.020 addresses above-ground pools directly. If the pool is wholly or partially above ground, the out-of-ground portion of the pool wall may count toward the four-foot fence height, provided the ground is level or slopes away for at least three feet from the pool wall. Where the pool wall forms the enclosure, the entry must be fenced with a compliant gate or use a limited-access ladder. If a ladder is used, leaving it in a usable position when the pool is unused is unlawful.
