Above-ground pools in St. Petersburg require permits, must meet setback and barrier requirements, and any deck or ladder providing access must be removable or include a barrier compliant with state pool safety law.
Above-ground pools more than 24 inches deep generally require a building permit and are subject to the same barrier requirements as in-ground pools under Florida Statute 515.29. The pool wall can serve as part of the barrier if it is at least 48 inches above grade and has no climbable features. Where a removable ladder is used, it must be removed or secured when the pool is not in use, or the ladder access must be enclosed by a self-closing, self-latching gate. Setbacks from property lines and overhead electrical clearances under Florida Building Code Section 424 also apply. Zoning setbacks are addressed in Chapter 16.
Installing an above-ground pool without a permit, without compliant barriers, or too close to property lines may result in code enforcement citations, fines, and required removal or relocation.
