Under Florida Statute 515.29, the barrier must completely surround the pool and be at least 48 inches high on the outside, with no gaps, indentations, or footholds that let a child climb, squeeze through, or crawl under. Vertical members may not exceed 4 inches apart. Gates must open outward, be self-closing and self-latching, with the release on the pool side at least 54 inches above grade. Where a dwelling wall serves as part of the barrier, doors and windows providing direct pool access must have UL 2017 alarms producing 85 dBA at 10 feet. St. Petersburg's Section 16.40.040 governs residential fence placement.
