Maryland Code, Environment Β§14-201 et seq. requires all residential swimming pools to be enclosed by a barrier (fence or wall) at least 48 inches high. Gates must be self-closing and self-latching with the latch on the pool side. Pool installations require a building permit from Annapolis's Planning and Zoning. All pools must pass inspection before water is added. Waterfront properties in the Chesapeake Bay Critical Area must address pool drainage and chemical runoff in their stormwater management plans. Pools must have anti-entrapment drain covers per the federal Virginia Graeme Baker (VGB) Act.
