Bellevue adopts IRC Appendix V pool barrier rules. Pools over 24 inches deep need a 48-inch minimum barrier with self-closing, self-latching gates. Openings cannot exceed 4 inches vertically.
Swimming pool barrier requirements in Bellevue are adopted through the Washington State Building Code and IRC Appendix V, which the city enforces under BCC Title 23. Every outdoor residential pool, spa, or hot tub capable of holding water more than 24 inches deep must be surrounded by a barrier at least 48 inches high measured from the exterior side. Gaps under the barrier cannot exceed 2 inches on the non-climbable side, and horizontal rails must be either on the pool side or spaced at least 45 inches apart to prevent climbing. Vertical spacing between members cannot exceed 4 inches, and decorative openings cannot exceed 1.75 inches where used as climbable features. Gates in pool barriers must open outward away from the pool, be self-closing and self-latching, with the latch located at least 54 inches above grade. Where a house wall forms part of the barrier, doors leading directly to the pool must have an audible alarm or a power safety cover compliant with ASTM F1346 must be installed. Chain link fencing may be used if mesh openings are 1.75 inches or less.
Non-compliant barrier: stop-use order and citation; liability exposure for pool-related incidents.
